The European Union is engaged in negotiations on a package of climate and energy legislation with a new deadline: 2030. The package covers different issues such as renewables, efficiency and energy poverty, and is known as 'The Clean Energy Package for All Europeans'.

This briefing highlights four of the main benefits, and three examples of successful projects in Belgium, Scotland and England. It calls for a stronger definition for a 'renewable energy community' in the European Commission's Clean Energy package, and encourages access to financial support schemes for renewable energy communities.

This research demonstrates that half of all European Union citizens could be producing their own electricity by 2050, and meeting 45% of the EU's energy demand. Our energy market is switching from fossil fuels and nuclear to renewable energy, but it's also shifting from a centralised market dominated by large utilities to one in which people produce their own energy and help to manage demand. Without these "energy citizens", the  transition to a 100% renewable energy system won't be possible.

There is no such thing as a clean fossil fuel. Despite technological innovations, gas is a significant contributor to climate change, and in some cases emissions from shale gas can be comparable to or worse than coal. This briefing argues that gas will lock Europe into decades of fossil fuel use, blocking or slowing down the neccessary transition to energy efficiency and renewables.

This year the European Commission will propose a new energy efficiency target for 2030. A range of scenarios are being assessed, from 27% savings (the current target) to 40% (the European Parliament's choice).

The key question is, how high will the Commission go? This briefing makes a clear case for the highest possible target. If Europe is serious about tackling climate change, boosting energy security and creating jobs, then a 40% target is the only way forward.

It includes case studies from Spain, Germany, Denmark and the UK that demonstrate best legal practice, and sets out 11 policy recommendations. It also explains how Member States can use existing EU Directives, and learn from other Member States’ success, to better support community power projects today.

Within the EU budget 2014-2020, the next generation of European Structural and Investment Funds comprises a minimum of €23 billion to catalyse the 'shift to a low-carbon economy'. A mixture of different financing instruments provided by these European funds can support local governments, communities, local actions groups and other stakeholders to finance energy efficiency and renewable energy projects in their communities.
